QP 7.04.14 - Max Wire Tension adjustment

A bug was found that can impact the maximum wire tension reported by a few percentage points, higher than actual. This release addresses this.

An adjustment was made to the Sags & Tensions Calculator when it is launched from the Span Editor Window, attachments table, far right column showing a calculator icon. This adjustment disables the attachment's span length and elevation entries from changes to ensure the calculator will always be an accurate viewer into the selected wire.

An adjustment was made to ensure that poles and wires showing 100% are treated as being fully utilized and not an error (over-utilized). The rule is if the percentage value will round to 100% or less, status is OK. Otherwise it is an error. This change impacts only items that fall in the 100.0001% to 100.4999% ranges that otherwise would have shown as an error. This small change aligns the values shown in reports and messages better with the error status; and is well within the accuracy of the estimated value.

The feature where you can select multiple poles by holding down the CTRL key while left-clicking with the mouse, has been re-enabled
