QP Update 6.74.26 - Mtc Release plus new Span Profile feature

This update makes an adjustment for some of the clearance messages as they contained some inaccuracies when elevation difference between poles were steep. This update is recommended for all users.

We added a small feature to the Clearance Requirements used in a span for the Span Profile, but also impacts how clearance violations in a span are determined. In short, if you have multiple POIs defined in a span, they will always work in pairs to require the same clearances between two points with the same exact clearance requirement (as described, not be height value required). This allows you to define POIs for each side of roadways, waterway, railways, etc and have the same requirement exist between these points. Quick Pole will use a constant requirement between these points in its determination if a clearance violation occurred. This better defines the area within a span that has the same requirement and is safer for field data collection as you don't need to collect multiple points in the middle of a required area. For instance, two opposite points on the shoulder of a roadway or waterway is sufficient.

You can also have multiple sets of these clearance points defined. This is useful for multiple requirements in a span such as divided highways, railway beside a roadway, etc..
