Minor update with a couple of needed changes requested by customers:
1. %Utilization values for Span Guys that were slack in all wind directions was not available. These situations are now highlighted as being slack.
2. In the Span Profile View, the Line of Sight dashed line for the top Communications Strand/messenger is now suppressed (not drawn) when the Line Grade for the project is not set to one of the CSA choices. Other standards (NESC/GO95) do not test using the LIne of SIght, but rather absolute mid-span separation of 30 inches.
