QP 7.05.13 Feature Release

This update is focused on user productivity related to importing IKE Data. Specifically this update will now look at the "Usage" field for wires and do its best to estimate the Voltage. For instance, Neutrals will be set to MGN, Secondary as 0-750VAC and Primaries set to 751-22000 VAC.
The option of MGN (50C) will never be automatically assigned as that requires a judgement call by the Designer or information from the Pole Owner.
An adjustment was required to properly deal with projects close to 500 poles. The Span Editor was developing issues trying to redraw the span profile. This has now been fixed. However, please not that on really large projects like this, the Plan View will operate slower. So you will need to allow more time for hover and selection operations.
