Better identification of Power Wires added to Quick Pole

The ability to set the voltage on Power Conductors was added on Friday in version 6.61.01. In that version, neutral wires were definitively identified and were limited to 50 C testing for Thermal Sag limits.

In today's release, this ability was extended a little further with the following enhancements:

1) On spans greater than 75 meters and the lowest wire is set as a neutral wire, no error messages will be generated if it sags no closer than 0.3m. The CSA standard allows for this. If it sags more, an error message will be generated. In cases of all other wires, or ones without their voltage set, an error message will be generated if it sags below the line of sight of the highest communications strand.
2) On spans less than 75 meters, you have the option of generating special messages when the neutral wire sags below the line of sight. This message ability is included in the Message Options in the Project Setting tab of the project. Errors are still generated as per CSA Standards for any wire that sags below the line of sight of communications. However, with neutral wires identified, the error messages will tell you whether it was a neutral wire and if it sags 0.3m higher than communications mid-span. This allows you to consider other options, if you believe this is no undue hazard.
3) With the voltage set on primary wires, Quick Pole will do the same basic on-pole separation tests as that done with Primary Bushings today; with its own specific error message.
