QP 7.04.08 improvements

This update focusses on the DXF(AutoCad) export of the Plan View.
This export is now exactly to scale and should match up exactly with any map underlays you wish to apply in AutoCad for your project packages.
An algorithm was written that ensures that pole label text should not need to be moved due to span lines and such, almost always. These two features should make your project packages easier to assemble.
