QP Update 6.74.21 - Mtc Release

This is a maintenance release to deal with a couple of issues identified:
1) Span Profile settings for report generation under Tools->Options were not being saved.
2) Some pole attributes were being reset on project re-open.
In addition to these, additional work has been made on the sqlite data import feature. Currently poles, guys and hardware have been tested successfully. Span attachments will be the last aspect to test.
